CCP completed its programme in 2022 and is no longer in operation. The site is planned to remain open and maintained until 2026 to enable access to information, but it will not be updated.

Assessment of the range of potential funds and funding mechanisms for CO₂ transportation networks

This report has been prepared for Phase II of the CO₂ Capture Project (CCP2) by Environmental Resources Management (ERM). The basis for the research was the view that pipelines for CO₂ transport could evolve in two ways:

1. On a point-to-point basis, which match a specific source to a specific storage location; or

2. Via the development of pipeline networks, including backbone pipelinesystems, which allow for common carriage of CO₂ from multiple sources to multiple sinks.

A Framework for Certification and Operation of CO₂ Geological Storage Sites

CO₂ Capture Project  

A policy position paper on principles for CO₂ Storage Site Certification. Widespread deployment of CO₂ Capture and Storage (CCS) will require standards and criteria to provide assurance of the long-term security of CO₂ Geological Storage (CGS). This paper describes several technical criteria that could be employed in a framework for certification and operation of CGS sites. The oil and gas industry has over a century of experience of managing various high-pressure fluids in deep geological formations. This paper builds on that extensive knowledge base and outlines some high-level technical criteria that would be specifically applicable to CGS sites.

Public Perception of Carbon Dioxide Capture and Storage: Prioritised Assessment of Issues and Concerns

CO₂ Capture Project, commissioned by IEA Working Party on Fossil Fuels  

This report provides a prioritised assessment of perceptions and issues affecting the deployment of CCS. It recommends strategies to address those issues and to develop regulatory and policy frameworks for CCS. Perceptions and issues were surveyed by region (North America, Europe, Australia and New Zealand, Japan, China, India and South Africa) and by stakeholder group (Non-Government Organisations (NGOs), Public, Government, Industry, and Research and Development (R&D) organisations). Regional reports are provided as appendices.

Regulatory Treatment of CO₂ Impurities for CCS

This policy position paper discusses how to regulate the treatment of impurities in the captured CO₂ stream from an industrial source. Key sub-issues are whether CO₂ would be defined as a waste, and Whether impurities in the CO₂ stream should trigger waste management or hazardous waste management regulations in a specific regulatory regime.

The widespread deployment of CO₂ Capture and Storage (CCS) technology is uneconomic at the current state of technological development and with current markets and regulatory drivers. Additional incentives will be necessary, especially in the near term, if CCS is to play a significant role in reducing global GHG emissions. This Policy Position Paper the challenges facing widespread development of CO₂ capture, transport and storage technology, which fall into two general categories: commercial incentive and risk environment.

CCP Policies and Incentives Study Final Result - 2004

Presented in 2004, key messages of the study covered the London Dumping Convention and the OSPAR Convention (Oslo Paris Convention) and how they might apply to CO₂ capture and storage deployment offshore in geologic formations. Clarification may require several years of intergovernmental negotiations in order to accommodate such deployment. At the time, there was limited policy and regulatory development specifically addressing CO₂ capture and storage in individual countries. Specific countries (Australia, Canada, Netherlands, Norway, UK, US) were moving in the direction of policy development specific to CO₂ capture and storage.

Inventory and review of government and institutional policies and incentives contributing to CO₂ capture and geological storage

This report by Energy Resources Management of London (UK) identifies, reviews and summarises existing incentives and public policies or regulations that allow, inhibit or stimulate the geological storage of CO₂ as a GreenHouse Gas (GHG) mitigation option.

The report highlights how regulations, incentives and public policies treat CO₂ capture and geological storage (compared to other GHG mitigation options) and how this might develop in future.

Given the lack of experience in most countries with developing either commercial or demonstration projects for CO₂ capture and geological storage, the lack of specific regulations and tools has also been considered to determine whether it is a constraint to future development of the technology.
